Ulster County for Fair Taxes Act The Ulster County for Fair Taxes Act is intended to reduce reliance on property taxes, funding essential services and lowering the burden on low- and middle-income residents. If the proposed state legislation is passed, the County could choose to apply an income tax surcharge to taxable income earned above 400,000 for couples and 200,000 for individuals.
