The successful candidate will serve as the Deputy Commissioner of Finance, under the general direction of the Commissioner of Finance and CountyExecutive in assisting in carrying out the mission of the Ulster County Department of Finance as established in the CountyCharter or governed by law, having responsibility for:

·         Carries out special research projects, as assigned, relating to current public issues or County operations, identifying issue, impact and interpretation which might influence the decision making process;

·         Assists Commissioners, Department Heads and/or Deputy Commissioners in defining budgetary goals and objectives by analyzing existing departmental operations and providing recommendations based on findings;

·         Functions as a policy advisor to the County Executive and/or deputies;

·         Oversees intergovernmental relations and may act as a Commissioner of Finance’s contact for governmental departments;

·         Meets regularly with elected officials to further the Commissioner of Finance’s policy agenda; 

·         Participates in and/or prepares, develops and monitors the departmental annual budget, including operational, capital and grant funds 

·         Maintains contact with the County Executive and its staff to discuss departmental operations, including budgeting procedures, fund balances and the allocation of monies in departmental accounts 

·         Analyzes departmental revenues and expenditures and prepares reports thereon to provide management with budget forecasts and resolution of operating problems;

·         Conducts analytical reviews of variance between actual and budgeted expenditures and provides superiors with information to make informed decisions;

·         Represents the Commissioner of Finance as required.

A successful candidate must demonstrate thorough knowledge of the principles and procedures of municipal accounting and auditing; public finance and revenue collection, public administration, public budgeting and supervision.  Appointment to this position is by the Commissioner of Finance. The incumbent shall serve at the pleasure of the CountyExecutive and the Commissioner of Finance. The candidate must produce proof of US citizenship.

 

 MINIMUM TRAINING AND EXPERIENCE:  Either:

 

A.      Bachleor’s Degree* in Business or Public Administration, Finance, Accounting or a closely related field and five (5) years of municipal experience where the primary function of the position was budgeting, financial auditing or financial planning; or

B.   Bachelor's Degree* and seven (7) years of experience as stated in (A.) 

SUBSTITUTIONS: Satisfactory completion of 30 credits towards a Master's Degree* in Business or Public Administration, Finance, Accounting or a closely related field may be substituted for each year of the required experience.

NOTE: Unless otherwise noted, only experience gained after attaining the minimum education level indicated in the minimum qualifications will be considered in evaluating experience.

This position will require a criminal background check and a candidate will be required to complete and sign a Criminal Background Investigation Release Form.  Upon a conditional employment offer, a candidate will be required to be fingerprinted accordingly.
