This is a professional administrative position in the Ulster County Area Transit (UCAT) public transportation system. An employee in this class assists, and acts generally for and in the place of the Director of Public Transportation in their absence.  The employee is responsible for assisting the Director of Public Transportation in the federal, state and local budgeting process, developing program policies, procedures and operational practices and monitoring grant and procurement processes to ensure compliance with federal, state and local funding related regulations as well as Federal Transit Administration and New York State Department of Transportation guidelines. The incumbent manages and oversees the training program for required personnel as-well-as the drug and alcohol records procedure, in accordance with federal regulations. Work is performed under the general supervision of the Director of Public Transportation with leeway allowed for the use of professional judgement in carrying out the details of the work. Supervision is exercised over the work of all subordinate employees. Does related work as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices governing public transportation programs; good knowledge of the Federal and New York State laws and safety regulations as they pertain to the operation of public transit buses; good knowledge of the geography of the county; working knowledge of budget preparation and grant administration; ability to plan and supervise the work of others; ability to maintain records and prepare statistical reports; ability to communicate effectively both orally and in writing; ability to get along well with others; initiative; resourcefulness; tact; courtesy; good judgment.

MINIMUM QUALIFICATIONS: Either:

A.  Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Business Administration, Public Administration, Planning or a closely related field and three (3) years of experience in the management or coordination of public or private program(s), which must have included auditing, budgeting and/or analysis to ensure necessary compliance; OR

B.  Graduation from a regionally accredited or New York State registered college or university  with a Bachelor’s  Degree in Business Administration, Public Administration, Planning or a closely related field, and four (4) years of experience in the management or coordination of public or private program(s), which must have included auditing, budgeting and/or analysis to ensure necessary compliance; OR

C.  Graduation from a regionally accredited or New York State registered college or university  with an Associate’s  Degree in Business Administration, Public Administration, Planning or a closely related field, and six (6) years of experience in the management or coordination of public or private program(s), which must have included auditing, budgeting and/or analysis to ensure necessary compliance.

Note: Two (2) years of college may be substituted, on a year-for-year basis, for up to two (2) years of the work experience indicated above.

Special Requirement: At the time of appointment, candidate must be in possession of a valid New York State CDL Class B license with passenger and air brake endorsements. Incumbent must also be in possession of any certifications, which may be appropriate to the motor vehicles operated, or those mandated by administration of on-going programs. The incumbent may be required to qualify for, earn and maintain the certifications required within an appropriate time frame to that requirement.

Special Note: In accordance with Department of Transportation (DOT) 49CFR40, all prospective employees will undergo drug/alcohol testing prior to appointment and will undergo random drug/alcohol testing during the course of employment.

Special Requirement for appointment to Ulster County positions: In accordance with Ulster County Legislative Local Law Number 14 of 2007 or by other State and Federal Statutes, candidates for employment to all Ulster County positions must obtain clearance for appointment from the Department of Criminal Justice Services or other mandated Federal and State regulatory authority based upon fingerprinting and a criminal history background check.
