DISTINGUISHING FEATURES OF THE CLASS: The work is of a professional public health engineering nature involving complex responsibilities in relation to the execution of environmental health programs. The work entails responsibility, under general supervision, for carrying out any specific phases of the program; performing specific assignments of high difficulty and responsibility; advising public officials or individuals on problems requiring good professional public health engineering knowledge and judgment, including measures for improvement and compliance with state public health laws and sanitary code; assisting in the promotion of public health through application of environmental health practices requiring good professional knowledge and skill; assisting in the enforcement of the provisions of all local and state public health laws and sanitary codes in relation to environmental health matters; investigations of conditions and problems requiring good professional public health engineering knowledge and ability; responsible for the preparation of complicated technical reports. An employee in this class works under general supervision of the Director of Environmental Health or Senior Public Health Engineer, but may supervise a small staff including Assistant Public Health Engineers, Public Health Engineer Trainees, Public Health Technicians, and Environmental Health Aides. Does related work as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:  Thorough knowledge of the principles, practices and techniques  and administration of public health engineering and environmental health as related to air pollution, water supplies and purification, sewerage and sewage disposal, stream pollution, sanitary control of foods, restaurants and public eating places, smoke abatement, sanitary control of camps, hotels, lodging and boarding houses, swimming pools, bathing beaches, schools and other places, insect and rodent control, public health nuisances and general sanitation; working knowledge of provisions of Public Health Laws and State Sanitary Codes related to the above subjects; ability to prepare technical reports and correspondence; advanced skill in public health engineering techniques and practices; initiative and resourcefulness in solving public health engineering problems; ability to deal satisfactorily with public and other officials; ability to develop and maintain good public relations; professional judgement.

MINIMUM QUALIFICATIONS:

A.  Graduation from a regionally accredited or New York State registered college or university with a Master's degree in engineering and one (1) year of satisfactory engineering experience in environmental health; OR

B.  Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in engineering and two (2) years of satisfactory engineering experience in environmental health.

Note: A doctoral degree or equivalent academic education in engineering acceptable to the State Commissioner of Health may be honored in lieu of one (1) year of the above required experience. 

SPECIAL REQUIREMENT: At time of employment and throughout the duration of employment in this title, the incumbent must possess and continuously maintain a license, and current registration, to practice professional engineering in New York State.
