SALARY: Staff Psychiatrist: $100.89/Hour (Grade 33)
Psychiatric Nurse Practitioner: $50.89/Hour (Grade 25)

STAFF PSYCHIATRIST

DISTINGUISHED FEATURES OF THE CLASS: Provides professional medical and psychiatric services for clients of the community mental health agency. Work is performed under the general direction of the Supervising Psychiatrist. The incumbent is permitted much latitude to exercise independent professional judgment. Supervision and training may be provided to resident psychiatrists, psychologists and other subordinate staff members.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Thorough professional knowledge of the practice of psychiatry; good knowledge of current psychiatric treatment and trends; the ability to supervise and instruct staff members; the ability to develop good community relations; the ability to write clear and concise reports; the ability to exercise sound judgment in evaluating patient condition and making decisions on an appropriate course of treatment.

MINIMUM QUALIFICATIONS: Possession of a license to practice medicine in New York State and possession of a certificate indicating satisfactory completion of a Residency in Psychiatry.

PSYCHIATRIC NURSE PRACTITIONER

DISTINGUISHING FEATURES OF THE CLASS: An employee in this class is responsible for providing psychiatric nurse practitioner services for clients of the community mental health agency. The incumbent must possess the clinical skills to exercise independent professional judgment as a medical provider within the guidelines of collaborative agreements and protocols. Work is performed under the general direction of the psychiatry staff. Supervision may be exercised over the work of professional clinical staff and non-medical personnel. Does related work as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles, methods and practices of community psychiatric nursing, evaluation and medication management; thorough knowledge of the aspects of mental illness and modern methods of treatment; thorough knowledge of nursing theory and practices; thorough knowledge of the pharmaceuticals utilized in the treatment of mental illness; thorough knowledge and skill in group therapy; good knowledge of psychiatric treatment trends; working knowledge of universal safety practices when handling body fluids; ability to share significant primary health care responsibilities with the physician; ability to understand and follow technical oral and written instructions; ability to plan, evaluate, organize and supervise psychiatric services to outpatients; ability to develop good community relations; ability to maintain records and prepare technical and statistical reports; ability to establish and maintain effective working relationships with professional staff and subordinate personnel; ability to plan and supervise the work of professional clinical staff and non-medical personnel; ability to communicate well with others both orally and in writing; physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS: Either:

  1. Graduation from a regionally accredited or New York State registered college or university with a Master's Degree, including one (1) year of clinical practicum or one (1) year of post degree professional experience in mental health or psychiatric nursing in a position involving direct service to clients; AND
  2. Current licensure as a Registered Professional Nurse by the New York State Department of Education; AND
  3. Current United States Department of Justice Drug Enforcement Administration registration; AND
  4. New York State certification to practice as a Nurse Practitioner in the specialty area (s) related to the work performed. *

Special Requirement for appointment to Ulster County positions: In accordance with Ulster County Legislative Local Law Number 14 of 2007 or by other State and Federal Statutes, candidates for employment to all Ulster County positions must obtain clearance for appointment from the Department of Criminal Justice System or other mandated Federal and State regulatory authority based upon fingerprinting and a criminal history background check. This position will require a criminal background check and a candidate will be required to complete and sign a Criminal Background Investigation Release Form. Upon a conditional employment offer, a candidate will be required to be fingerprinted accordingly.
