Ulster County’s “Zero Tolerance” Program

Kingston, N.Y. – Ulster County Executive Mike Hein announces that an arrest was made yesterday under the County’s “Zero Tolerance” Anti-Fraud, Waste and Abuse Program.  Bonnie Coliukos was arrested by the Ulster County Sheriff’s Department and charged with the Felonies of Welfare Fraud in the Third Degree and Offering a False Instrument for Filing in the First Degree.  An investigation conducted by the Ulster County Department of Social Services Special Investigations Unit (SIU), in conjunction with the Office of the Ulster County District Attorney Holley Carnright, concluded that Coliukos intentionally under-reported income earned as a private, home health care provider over a period of fourteen months to the Department of Social Services.  As a result, she received more than $10,500.00 in unentitled SNAP and Medicaid Benefits.  Coliukos was issued an appearance ticket and released to appear in the Town of Ulster Court at a later date.

“Ulster County’s Zero Tolerance Program is working, saving taxpayer money while protecting Welfare benefits for those who truly need them,” said County Executive Hein.  “Individuals can also help by reporting their suspicions to the Special Investigations Unit’s hotline if they suspect anyone who is receiving benefits is lying about their identity, income, assets, where they live or their family composition.”

All reports of suspected fraud will be investigated.  To contact Ulster County’s dedicated anti-welfare, fraud and abuse hotline, please call 1-855-SIU-TIPS or 1-855-748-8477.
