Ulster County Executive Jen Metzger Appoints Kevin Lynch as Director of Economic Development

KINGSTON, NY - Ulster County Executive Jen Metzger announced today that she has appointed Kevin Lynch as Director of Economic Development, subject to confirmation by the County Legislature. Lynch comes to Ulster County with over 25 years of experience managing business development and public finance, as well as a background in clean technologies–a priority area for the Metzger administration. He has worked in multiple roles for various private equity, corporate finance, government, and nonprofit entities. Lynch most recently served as the Director of Clean Energy for the New Jersey Economic Development Authority (NJEDA), where he oversaw the authority’s various financing programs for clean energy, including offshore wind, vehicle electrification, and business loans for clean energy related projects. 

 

“With his strong professional and educational background in public and private finance, clean energy, and planning, Kevin will be a tremendous asset to our economic development efforts as we transition to a sustainable, clean energy economy and seek to capitalize on the new economic opportunities this transition offers," said Ulster County Executive Jen Metzger. “In previous leadership positions Kevin has emphasized teamwork and collaboration, which are core values of this administration, and I am confident that he will bring a can-do spirit and a high standard of professionalism to managing this Department."

We are in the midst of an economic transition or a ‘generational push’ that will require the need for clean reliable energy, food security, and agriculture coupled with sustainable communities and job growth. We need to move from aspiration to action and it will be my goal to focus on these areas with our community partners to build a cleaner environment in tandem with a more robust economy for the residents of Ulster County,” said Kevin Lynch

 

Prior to serving as Director of Clean Energy for NJEDA, Lynch spent a decade as a Vice President of M&T Bank in New York City, leading a Public Finance Investment Banking portfolio that engaged over $200 million in financing for public entities including housing and industrial job development. Lynch also spent five years as the Principal of Amantea Nonwovens LLC, building from the ground up a minority-owned manufacturing venture in Cincinnati which hired and trained 70 employees through a workforce development program. He previously served as a Director at PNC Capital Advisors in Philadelphia and as a Vice President at JP Morgan Chase working in public finance research. 

 

Lynch holds a Masters of Science degree in Urban Planning & Environmental Studies from Rensselaer Polytechnic Institute and a Bachelors of Science degrees in Public Policy and Finance from Rochester Institute of Technology. He is a member of the Government Finance Officers Association, Municipal Analysts Group of New York, and the National Federation of Municipal Analysts.
