New York State Homes and Community Renewal, in partnership with Ulster County, the City of Kingston, and project co-developers Pennrose and Family of Woodstock, jointly celebrated the start of construction for Golden Hill Apartments on October 18, on-site in Kingston.
The 164-unit affordable housing project is being built on a 20-acre property that was once the site of the Ulster County Jail, and will be an intergenerational community for families, seniors, and households in need of supportive services. The planned development includes childcare, a community garden, playgrounds, a community gathering space and fitness center, and is located in close proximity to public transit and the Wallkill Valley Rail trail.
All apartments will be energy-efficient and will be available to households earning between 30 and 80 percent of the area median income, with nearly half of the apartments reserved for senior households aged 62 and older, and 48 apartments set aside for households in need of onsite support services, including survivors of domestic violence and frail elderly individuals. Family of Woodstock will provide the support services, including case management and care coordination, crisis intervention, and financial counseling. All residents will have free broadband internet access.
The Golden Hill project is designed to be a highly-efficient, all-electric building incorporating green design standards, including the maximizing benefits of solar heat gain in winter and solar shading in summer, utilizing high-performance windows, and providing energy recovery systems for space heating and cooling. The project will also include a roughly 700 kW solar photovoltaic renewable energy system.

The project features a climate-responsible design that is energy-efficient, all-electric, and powered with solar, and includes a community garden, supportive on-site services for our most frail seniors, childcare for families, and easy access to public transportation and the beautiful Wallkill Valley Rail Trail. It’s truly a dream project, and we are grateful for the important assistance of the Momentum Fund and Governor Hochul’s leadership, as well as generous support from the State Homeless Housing Assistance Program.”
