“Zero Tolerance” In Ulster County
Kingston, N.Y. – Acting Ulster County Executive Adele B. Reiter announces that four arrests were made under the County’s “Zero Tolerance” Anti-Fraud, Waste and Abuse Program.
“Public assistance is intended to help those in our community who are most in need and I commend our Department of Social Services Special Investigative Unit (SIU), as well as the Offices of the District Attorney and Ulster County Sheriff for their ongoing commitment to protecting the benefits for those who truly require them,” said Acting County Executive Adele B. Reiter. “Ulster County residents can assist us in reporting any suspicions of such fraud or abuse to the Special Investigations Unit by using the hotline 1-855-SIU-TIPS or 1-855-748-8477.”
Jasmine Veillette of Olivebridge, New York was arrested on February 4, 2019 by the Ulster County Sheriff’s Department and charged with the felonies of Welfare Fraud in the Fourth Degree, Grand Larceny in the Fourth Degree and Offering a False Instrument for Filing in the First Degree. An investigation conducted by the Ulster County Department of Social Services Special Investigation Unit (SIU), in conjunction with the Office of the Ulster County District Attorney discovered that Ms. Veillette failed to disclose cash resources she had from August 2018 through December 2018. This resulted in Ms. Veillette receiving $2,057.97 in Temporary Assistance benefits to which she was not entitled. Ms. Veillette was processed and released to appear in Ulster Town Court.
Michael-Ann Goodrich of Round Top, New York was arrested on February 8, 2019 by the Ulster County Sheriff’s Department and charged with the felonies of Welfare Fraud in the Fourth Degree and Offering a False Instrument for Filing in the First Degree. An investigation conducted by the Ulster County Department of Social Services Special Investigation Unit (SIU), in conjunction with the Office of the Ulster County District Attorney and the Greene County Sheriff’s Office, discovered that Ms. Goodrich, who is a Greene County resident, filed documents with the Ulster County Department of Social Services to obtain SNAP benefits and failed to report her income from February 2018 through January 2019, claiming to live in Ulster County. This resulted in Ms. Goodrich receiving $1,648.00 in SNAP benefits to which she was not entitled. She was processed and released to appear in Ulster Town Court.
Franc Libihoul of West Hurley, New York was arrested on February 8, 2019 by the Ulster County Sheriff’s Department and charged with the felonies of Welfare Fraud in the Third Degree and three counts of Offering a False Instrument for Filing in the First Degree. An investigation conducted by the Ulster County Department of Social Services Special Investigation Unit (SIU), in conjunction with the Office of the Ulster County District Attorney discovered that Mr. Libihoul filed several applications for HEAP assistance and failed to report his income between 2015 and 2018. This resulted in Mr. Libihoul receiving $3,075.00 in HEAP benefits to which he was not entitled. Mr. Libihoul was processed and released to appear in Ulster Town Court.
Lisbeth Quiles of Beacon, New York was arrested on February 8, 2019 by the Ulster County Sheriff’s Department and charged with the felonies of Welfare Fraud in the Fourth Degree and Offering a False Instrument for Filing in the First Degree. An investigation conducted by the Ulster County Department of Social Services Special Investigation Unit (SIU), in conjunction with the Office of the Ulster County District Attorney discovered that Ms. Quiles failed to report income while residing in Ulster County from August 2018 through February 2019. This resulted in Ms. Quiles receiving $2,628.00 in SNAP benefits to which she was not entitled. Ms. Quiles was processed and released to appear in Ulster Town Court.
