KINGSTON, N.Y. – Ulster County Executive Pat Ryan announced that the Home Energy Assistance Program (HEAP) is now open. HEAP makes funding available to help seniors age sixty and over and low-income and working families pay their heating bills.
“No one should have to make the decision between providing heat for their family or putting food on the table,” County Executive Ryan said. “As we go through these colder months, which can be difficult for many families, I encourage residents to apply for HEAP and know that there are resources and assistance available to help.”
HEAP is a federally-funded energy assistance program. The Ulster County Department of Social Services is responsible for receiving and processing applications. HEAP benefits are targeted for seniors, households with children under the age of six, persons with disabilities and families and individuals who meet defined income criteria.
HEAP opened to the public on November 12, 2019, and will continue to be open through March 16, 2020. Those who are currently in receipt of temporary assistance will be automatically enrolled into the program. Emergency HEAP is also available for situations related to electrical, natural gas and fuel oil. Issues such as utility shut-off, fuel scarcity and inoperable heating equipment are addressed with these funds.
HEAP provides grants on a first-come, first-serve basis until the funds provided for each heating season run out. If you received HEAP in the past year, you will automatically receive a HEAP application for the present year.
