The Federal agencies, the NYS Department of Transportation, and the Ulster County Transportation Council (UCTC) have been working to ensure that transportation projects could be undertaken is a timely manner if and when the American Recovery and Reinvestment Act is approved by Congress and signed by the President. The UCTC role in the American Recovery and Reinvestment Act is that the utilizatioin Federal Surface Transportation funding requires that these funds be programmed on the UCTC Transportation Improvement Program (TIP).
UCTC staff have reached out to local municipalities to request lists of “ready to go” transportation projects. The link below provides access to the draft program that is a result of this outreach. UCTC is required to solicit public comments on this list. Comments on the list may be submitted in writing or by email using the contact information on the public notice below. Unless Congress changes the procedural requirements or extends the time frame under which stimulus projects can be underway, it will be difficult to undertake projects which are not already programmed and being progresses as federal aid projects or are of nature that those steps can be undertaken easily.
The UCTC Technical Committee will be discussing the process which would be undertaken to review, program, and otherwise work to progress any projects for which Congress provides funding and which meet whatever criteria or requirements which would be established by the legislation. The meeting will be held in at SUNY Ulster in the Howard St. John Room at 10:00 AM on February 5th. The UCTC Policy Committee is scheduled to meet on March 5th at 10:00 at the same location to consider adoption of the list. Other meetings may be scheduled as needed to accommodate the required process.

The American Recovery and Reinvestment Act includes several transparency and accountability standards.
