Team Leadership
● Assists with the development and execution of the County’s Innovation Roadmap consistent with the County’s overall strategic priorities.
● Supervises staff by providing weekly guidance on project execution and professional development guidance.
● Researches and analyzes best practices in government operations and innovation to guide the strategic direction of the Innovation Team’s project portfolio.
● Assists with day-to-day management of Innovation Team activities such as project management, supervision and guidance of project resources, issue identification and resolution, etc.
● Acts as necessary to ensure continuity of the Innovation Team’s operations in the absence of the Director.
Project Formulation
● Utilizes quantitative and research methods to identify opportunities for improvement in the County’s operations and services
● Assists in the identification, development and evaluation of Innovation Team projects consistent with the County’s Innovation Roadmap
● Formulates solutions and identifies implementation alternatives for various governmental systems, processes, and service delivery models
Project Management
● Develops and maintains project workplans to ensure successful project delivery
● Manages a portfolio of projects in coordination with the Director and other Innovation Team resources
● Develops, monitors, and adjusts detailed work plans for projects, teams, staff, and own work
● Works with other County staff, vendors and external partners to successfully implement assigned projects
Project Execution
● Uses creative problem-solving and collaboration within a small, results-oriented team and in partnership with a diverse set of internal and external stakeholders to effectively execute projects
● Assists in the development of department- and organization-level goals, objectives, performance indicators and performance targets
● Designs performance management tools and processes in coordination with department leadership and consistent with department- and organization-level goals/objectives, policy/regulatory constraints and technological capabilities
● Assists to establish and maintain systems for measuring, monitoring and reporting on operational and management performance, with an emphasis on supporting staff and partners to succeed and to develop a culture of change within the organization
● Coordinates and support continuous improvement process utilizing data and knowledge acquired through performance management systems
Performance Evaluation
● Assists the organization’s transformation toward outcome-based performance evaluation by establishing, tracking and reporting the impact of the Innovation Team’s work
● Coordinates and supports ongoing performance management capabilities within departments or cross-functional performance improvement teams
● Provides oversight and quality control of metrics and data analytics to facilitate strategic utilization of data throughout the organization.
Resource Development
● Employs highly developed interpersonal skills to identify, establish and manage strategic relationships with county departments, local elected officials, businesses, non-profit organizations, and educational partners to facilitate project success and maximize the Innovation Team’s impact
● Supports departments to pursue funding applications to secure necessary resources for project execution
● Establishes and maintains working relationships with internal and external partners, including subject matter experts in IT, data science, organizational transformation, etc.
● Works in partnership with the Information Systems Department on identification, development, and testing of technologies and projects that advance the Innovation Roadmap and encourage a forward-thinking, cohesive, and strategic approach to technology in support of all municipal business units
● Assists to develop and equip managers in their role as change agents and leaders of innovation in their respective departments.
A successful candidate must demonstrate thorough knowledge of the concepts, methods and technologies related to performance improvement, data-driven decision-making, open government, community engagement, strategic planning, public administration and supervision.
Appointment to this position is by the Director of Innovation. The incumbent shall serve at the pleasure of the County Executive and the Director of Innovation.
MINIMUM TRAINING AND EXPERIENCE:
Either:
A. Graduation from a regionally accredited or New York State recognized college or university with a Master’s Degree in Business or Public Administration, Information Technology/Systems, Data Science, Statistics, Finance or a closely related field and three (3) years of experience where a major function of the position was related to data analysis, organizational design or performance improvement; or
B. Bachelor's Degree and five (5) years of experience as stated in (A.) or
C. An equivalent combination of training and experience as indicated in A and B above.
SUBSTITUTIONS: Satisfactory completion of 30 credits towards a Master's Degree in Business or Public Administration, Information Technology/Systems, Data Science, Statistics, Finance, or a closely related field may be substituted for each year of the required experience.
NOTE: Unless otherwise noted, only experience gained after attaining the minimum education level indicated in the minimum qualifications will be considered in evaluating experience.
IF COLLEGE OR UNIVERSITY EDUCATION IS INDICATED; TRANSCRIPTS ARE REQUIRED AND SHOULD BE ATTACHED TO ALL APPLICATIONS RECEIVED. A CANDIDATE LACKING THE REQUIRED TRANSCRIPTS WILL RECEIVE A CONDITIONAL APPROVAL PENDING THE RECEIPT OF TRANSCRIPTS.
Special Requirement for appointment to Ulster County positions: In accordance with Ulster County Legislative Local Law Number 14 of 2007 or by other State and Federal Statutes, candidates for employment to all Ulster County positions must obtain clearance for appointment from the Department of Criminal Justice System or other mandated Federal and State regulatory authority based upon fingerprinting and a criminal history background check. This position will require a criminal background check and a candidate will be required to complete and sign a Criminal Background Investigation Release Form. Upon a conditional employment offer, a candidate will be required to be fingerprinted accordingly.
