Substance Abuse Policies: 

The purpose of the Ulster County Substance Abuse Policies are to establish rules, regulations and programs to ensure that the Ulster County workplace and its employees are free from the detrimental effects of drugs and alcohol. Further the policies encourage employees to seek professional assistance any time personal problems, including alcohol or drug dependency, adversely affect their ability to perform their assigned duties.

Smoke Free Workplace: The Ulster County Government is a smoke-free work environment. By Local Law 9 of 2008, Ulster County enacted the prohibition of smoking on all real property owned or leased by Ulster County Government. Any person who desires to register a complaint under this local law may do so by contacting the Ulster County Board of Health or its designee. Any person who violates any provision of this Local Law may be guilty of a violation, punishable by a civil penalty not to exceed five hundred dollars ($500.00). A Local Law Amending Local Law No.9 of 2008 was enacted by Local Law No. 3 of 2015. Section 3 of Local Law No.9 of 2008 is amended as follows:  “Smoking” shall mean inhaling of, exhaling of, burning of, or carrying of any lighted cigar cigarette, pipe, weed, or other plant in any manor or any form, and shall also include the inhaling and exhaling of smoke/vapor from an electronic smoking device.
