DISTINGUISHING FEATURES OF THE CLASS:  The work is of a professional public health engineering nature involving ordinary responsibilities in relation to execution of one or more of the specialized phases of the environmental health programs in any municipality.  The work entails assisting, under general supervision, in carrying out any specific phases of the program; performing specific assignments of ordinary difficulty and responsibility; advising public officials or individuals on problems requiring ordinary professional public health engineering knowledge and judgment, including measures for improvement and compliance with legal requirements; assisting in the promotion of public health through application of environmental health practices requiring ordinary professional knowledge and skill; assisting in the enforcement of the provisions of all local and state public health laws and sanitary codes in relation to environmental health matters;  investigations of conditions and problems requiring ordinary professional public health engineering knowledge and ability; assistance in preparation of complicated technical reports.  An employee in this class works under general supervision of a technical superior, but they may supervise a small staff including Public Health Engineer Trainees, Public Health Technicians and Environmental Health Aides.  Does related work as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:  Good working knowledge of the principles, practices and techniques of public health engineering and environmental health as related to water supplies and purification, wastewater disposal, stream pollution, restaurants and public eating places, camps, hotels, lodging and boarding houses, commercial or municipal swimming pools, bathing beaches, insect and rodent control, housing public health nuisances and general sanitation; familiarity with the provisions of Public Health Laws and State Sanitary Codes related to above subjects; ability to prepare satisfactory reports and correspondence; ordinary skill in public health engineering techniques and practices; initiative and resourcefulness in solving public health engineering problems of ordinary difficulty; ability to deal satisfactorily with public and other officials and develop public relations.
MINIMUM QUALIFICATIONS: Graduation from an accredited college or university with a bachelor's degree in engineering and either:
A.  One (1) year of satisfactory engineering experience in environmental health; OR
B.  Satisfactory completion of one (1) year as Public Health Engineer Trainee (the city, county or part county considering employment must submit evidence that the trainee has completed an approved training program).
Note: A Master's Degree in Engineering acceptable to the State Commissioner of Health may be honored in lieu of the one (1) year of required experience.
Special Requirement for appointment to Ulster County positions:  In accordance with Ulster County Legislative Local Law Number 14 of 2007 or by other State and Federal Statutes, candidates for employment to all Ulster County positions must obtain clearance for appointment from the Department of Criminal Justice System or other mandated Federal and State regulatory authority based upon fingerprinting and a criminal history background check.
If this is an Ulster County position it will require a criminal background check and a candidate will be required to complete and sign a Criminal Background Investigation Release Form. Upon a conditional employment offer, a candidate will be required to be fingerprinted accordingly.
