This is high level administrative position involving responsibility for the administration of the Department of Public Works which includes the divisions of Administration, Highways & Bridges, Engineering, Fleet Management and Buildings and Grounds.  The work involves planning, coordinating, budgeting, supervising and administering the County’s infrastructure of Roads, Bridges, Fleet and Buildings and Grounds, and such other duties as assigned by the County Executive. The successful candidate will serve under the general direction of the County Executive in assisting in carrying out the mission of the Ulster County Department of Public Works as established in the County Charter or governed by law, having responsibility for:

•              Serving as the County Highway Superintendent and as such is responsible for the design, construction and maintenance of county roads, highways and bridges; 

•              Directing various professional, technical, trade and clerical personnel who perform the functions of the Public Works Department;

•              Preparing the annual departmental budget, resolving budget related problems and recommending budget adjustments;

•              Consulting with officials of local, state and federal governments on matters related to the Department of Public Works; and

•              Demonstrating strong leadership and supervisory skills, oral and written communication skills and management competency. 

 Appointment to this position is by the Ulster County Executive. The incumbent shall serve at the pleasure of the Ulster County Executive. The candidate must produce proof of US citizenship.

Candidates shall have the following minimum training and experience:

A successful candidate must demonstrate thorough knowledge of the principles and practices of administration and supervision; principles and methods of planning and carrying out major public works project management; knowledge of New York State Highway Law, applicable codes, laws, rules and regulations governing engineering design, construction and maintenance procedures. 

PREFERRED TRAINING AND EXPERIENCE: Either

A.     Graduation from a recognized college or university with a Bachelor’s Degree in an Engineering related field and four (4) years of full time, or its part time equivalent, satisfactory experience in civil engineering or public works field, two (2) years of which must have been in a supervisory and budgetary role; OR

B.     Graduation from a recognized college or university with an Associate’s Degree in an Engineering related field and six (6) years of full time, or its part time equivalent, satisfactory experience in civil engineering or public works field, two (2) years of which must have been in a supervisory and budgetary role; OR

C.     An equivalent combination of training and experience as defined by the limits of A and B above.

Special Requirement: In accordance with NYS Public Officers Law Article 2, Section 3 …must be a resident of the County for which he shall be chosen.
