The Ulster County Health Department is seeking to fill a position of Director of Environmental Services.  This is a professional position, involving work of an environmental health nature, including responsibility for planning, directing and supervising the activities of the environmental health services division of the County's Public Health Department.  The work entails furnishing advice and guidance to local officials and the general public in regard to environmental health problems and the measures necessary for improvements and compliance with legal requirements; providing leadership in promotion of public health through application of environmental health practices; enforcement of the provisions of the Public Health Law and local and State Sanitary Codes in relation to environmental health matters.  This position may act for and in such place of the Public Health Director/Commissioner and perform such other and further duties as the Director may assign.  The work is performed under the general direction of the Public Health Director/Commissioner and the County Board of Health. General supervision is exercised over the environmental health division staff. Examples of responsibilities are:
•     Guides and directs educational and regulatory activities pertaining to the environmental health program
•     Supervises and directs the activities of the environmental health division staff
•     Supervises enforcement of provisions of local and State Public Health Laws and Sanitary Codes
•     Represents the Department of Health on all matters and problems related to environmental health
•     Formulates public health engineering and environmental health policies
•     Consults and advises concerning the activities carried on in relation to promotion of improved housing and plumbing to meet public health standards
MINIMUM QUALIFICATIONS:
A.     Either a bachelor’s degree from a regionally accredited or New York State registered college or university in sanitary, environmental, chemical, civil or public health engineering or a related engineering field; OR a bachelor’s degree from a regionally accredited or New York State registered college or university with thirty (30) credit hours in the natural sciences, of which not more than twelve (12) credit hours may be in the applied sciences; AND
B.      Either two years of administrative and supervisory experience as a supervising engineer or supervising sanitarian; OR five years of environmental health experience, including two years of supervisory responsibility that demonstrates that the candidate has the technical and administrative skills necessary to manage programs that can anticipate, recognize and respond to environmental health challenges.
A master's degree in public or environmental health or a related field that demonstrates the five core competencies of a public health education (Biostatistics, Environmental Health Services, Epidemiology, Health Policy and Management and Social and Behavior Sciences) may be substituted for up to two (2) years of the required environmental health experience.
NOTE:
The term Natural Science shall mean a science such as biology, chemistry or physics that deals with the objects, phenomena or laws of nature and the physical world.  It shall include all physical and biological sciences.
The term Applied Science shall mean science based course in environmental technology, sanitation technology, medical technology, public health, infection control or food science.
IF COLLEGE OR UNIVERSITY EDUCATION IS INDICATED; TRANSCRIPTS ARE REQUIRED AND SHOULD BE ATTACHED TO ALL APPLICATIONS RECEIVED.  A CANDIDATE LACKING THE REQUIRED TRANSCRIPTS WILL RECEIVE A CONDITIONAL APPROVAL PENDING THE RECEIPT OF TRANSCRIPTS.
Special Requirement for appointment to Ulster County positions: In accordance with Ulster County Legislative Local Law Number 14 of 2007 or by other State and Federal Statutes, candidates for employment to all Ulster County positions must obtain clearance for appointment from the Department of Criminal Justice System or other mandated Federal and State regulatory authority based upon fingerprinting and a criminal history background check.
