Located in the Hudson Valley region of New York, Ulster County is a short drive to both New York City and Albany. It is geographically the size of Rhode Island with approximately 188,000 residents. The county seat is Kingston, which was the first capitol of New York. Ulster County is also the home of Woodstock, NY which has a vibrant art and music community. Locals enjoy the many breweries and cider houses as well the many hiking trails and other outdoor activities such as farmer’s markets and craft fairs.

The County currently employs approximately 1300 full time employees, and has a 2019 budget of approximately $330 million dollars.

The Director of Information Technology must provide committed leadership in the strategic development and implementation of solutions to improve service delivery and operations of other business units within the organization. Information Technology is a critical and integral part of the organization and its service delivery. The organization is seeking a technical Director responsible for the management of a 24/7 operation and establishing and maintaining a culture that promotes continual forward technological progression. This is a hands-on management position. Examples of responsibility include:

·  Develop strategic roadmaps for datacenters, cloud enablement, business continuity, user device platforms, monitoring tools, and cyber security;

·  Oversee 24/7 operations ensuring systems and teams meet any SLA performance objectives;

·  Ensure that the infrastructure is meeting best practices and standards and is effectively monitored and meeting performance requirements;

·  Manage a cross-functional IT team, including business support, network and server environments, project management, application development, resource management, asset management, and financial management;

·  Ensure all IT operations are aligned with business needs and changing environments;

·  Ensure security of the organization's environment including the transmission and storage of data;

·  Manage the planning, procurement, implementation, operations, maintenance and obsolescence of the organization's technology assets;

·  Develop strategies and support plans to exceed service levels by proactively identifying resource gaps and proposing mitigation plans;

·  Ensure use of essential support monitoring tools including those for help desk, systems management, asset management, and technical resource monitoring;

·  Manage vendor and service provider relationships including SLAs, RFPs and contracts for the unit;

·  Ensure the highest quality of support and training is provided to end-users;

·  Ensure the highest quality of relevant technical training is provided to IT support staff;

·  Implement effective change management processes to identify, review, approve, schedule, and deploy IT changes to the environment to eliminate unintended interruptions of service;

·  Implement effective problem management processes to identify and proactively remediate incident trends;

·  Develop capacity planning strategies to ensure resource allocations meet the needs of routine IT activities as well as the project commitments of the organization;

·  Prepare and manage unit's budget;

·  Develop and maintain functional disaster recovery plans to ensure business continuity;

·  Formulate and maintain policies, procedures, and documentation for the organization's IT activities;

·  Demonstrate flexibility and diplomacy to ensure effective resolution of competing demands and priorities that are reflective of sound judgment and strong problem solving skills.

MINIMUM TRAINING AND EXPERIENCE

Bachelor's Degree in Business Administration, Computer Science, Management of Information Systems, or equivalent;

Minimum of 6 years continuous IT experience in a medium sized organization managing cross functional teams or projects;

Solid understanding of current IT industry best practices and standards;

Experience managing an IT team including business support, network environments, project management, resource management, asset management, and financial management;

Excellent organizational skills, ability to analyze situations, prioritize to meet deadlines, work under pressure, and be a team player;

Must be able to interact effectively with people at all levels in the organization;

High level of objectivity, tact and diplomacy to establish and maintain effective on-going relationships between the organization's management, employees and other customers, and the IT business unit.

Enable continual service improvement through the effective use of metrics in support of key performance indicators and critical success factors used to manage service delivery

Proven ability to motivate and lead/supervise a team of IT professionals
