DIRECTOR OF EMPLOYMENT AND TRAINING

Entry Salary is $67,855 annually

The successful candidate will serve, under the direction of the Ulster County Executive in carrying out the mission of the Ulster County Office for Employment and Training and having responsibility for:

 

·         Serving as the department head for the Ulster County Director of Employment and Training which includes relating applicable fiscal, economic, and technical information to program plans and mandates in order to upgrade and improve job skills of unemployed, underemployed, and economically disadvantaged agency clients, and to improve the total employment opportunities in the County;

·         Conducting training programs for dislocated workers and low-income and otherwise disadvantaged adults and youths in accordance with the requirements of state and local law; 

·         Coordinating a variety of program activities of the One-Stop partners to maximize overall success and efficiency involving the developing, directing, and implementing a comprehensive approach to employment and training programs among the One-Stop partners and to serve as the coordinator of the One-Stop Consortium; 

·         Organizing and directing the complex administrative oversight and fiscal management of agency funds and expenditures; including those of sub-grantees in compliance with applicable State and Federal laws, rules and regulations. 

 

Appointment to this position is by the County Executive, with confirmation by the County Legislature.  The incumbent shall serve at the pleasure of the County Executive.  An incumbent must reside in Ulster County. The candidate must produce proof of US citizenship.

 

MINIMUM QUALIFICATIONS:  

Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Public or Business Administration, Industrial or Labor Relations, Economics, Political Science, Social Science, Human Resources or related field, and four (4) years of full-time experience in employment program planning and development and analysis, personnel counseling or placement, public or business administration, economics or labor relations, or a related field -two (2) years of which experience must have been in a supervisory capacity.

An incumbent must have a thorough knowledge of labor and poverty economics and social science concepts related to poverty and unemployment; thorough knowledge of local occupational conditions and trends; good knowledge of concepts and methods used in the development and maintenance of management information systems; ability to plan and supervise the work of others; ability to establish and maintain an effective working relationship with agency clients, private and governmental agencies and labor groups; ability to prepare or supervise the preparation of moderately complex and detailed tabular and/ or narrative reports; skill in analyzing and interpreting data and information related to the programs of the Office of Employment and Training; ability to express oneself effectively, both orally and in writing; ability to understand oral and written directions; physical condition commensurate with the demands of the position.

Special Requirement for appointment to Ulster County positions: In accordance with Ulster County Legislative Local Law Number 14 of 2007 or by other State and Federal Statutes, candidates for employment to all Ulster County positions must obtain clearance for appointment from the Department of Criminal Justice System or other mandated Federal and State regulatory authority based upon fingerprinting and a criminal history background check. This position will require a criminal background check and a candidate will be required to complete and sign a Criminal Background Investigation Release Form.  Upon a conditional employment offer, a candidate will be required to be fingerprinted accordingly.
