DISTINGUISHING FEATURES OF THE CLASS:  : The work involves furnishing advice and guidance to local officials and the general public in regard to environmental health problems and the measures necessary for improvements and compliance with legal requirements; providing leadership in promotion of public health through application of environmental health practices; enforcement of the provisions of the Public Health Laws and Sanitary Codes in relation to environmental health matters.  In a department servicing under 100,000 people the work entails the administration and direction of the whole environmental health section or division.  In larger agencies, the incumbent may be responsible for one or more specialized areas of environmental health and/ or assisting an Associate or Principal Public Health Engineer.  Does related work as required.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:  Thorough knowledge of the basic principles, practices, techniques and administration of public health engineering and environmental health programs as related to water supplies and purification, sewerage and sewage disposal, stream pollution, sanitary control of restaurants and public eating places, smoke abatement, sanitary control of camps, hotels, lodging houses, boarding houses, swimming pools, bathing beaches, schools and other places, insect and rodent control, housing, public health nuisances and general sanitation; good knowledge of provisions of Public Health Law and State Sanitary Code related to the above subjects; good ability to plan, develop, direct and administer public health engineering and environmental health programs and to project and integrate these into the departmental program; good ability to prepare technical reports and correspondence; demonstrated skill in public health engineering techniques and practices; more than ordinary initiative and resourcefulness in solving difficult public health engineering problems; ability to deal satisfactorily with public and other officials; ability to develop and maintain good public relations; more than ordinary professional judgement.
MINIMUM QUALIFICATIONS:  Possession of a current license and registration to practice professional engineering in New York State and two (2) years of experience as a public health engineer.
Special Requirement for appointment to Ulster County positions:  In accordance with Ulster County Legislative Local Law Number 14 of 2007 or by other State and Federal Statutes, candidates for employment to all Ulster County positions must obtain clearance for appointment from the Department of Criminal Justice Services or other mandated Federal and State regulatory authority based upon fingerprinting and a criminal history background check.
If this is an Ulster County position it will require a criminal background check and a candidate will be required to complete and sign a Criminal Background Investigation Release Form.  Upon a conditional employment offer a candidate will be required to be fingerprinted accordingly.
