Congestion Management Process (CMP)

Federal transportation legislation requires that a Transportation Management Area (TMA) develop a Congestion Management Process (CMP) to identify how it will quantify, evaluate, and manage congestion throughout the region's tranrportation network. The CMP is a joint effort of the Mid-Hudson Valley TMA MPOs consisting of the Ulster County Transportation Council (UCTC), Dutchess County Transportation Council (DCTC), and the Orange County Transportation Council (OCTC).  

The current CMP was adopted in 2019 by the TMA MPOs and establishes a four-step process to define and measure, locate, manage, and integrate and evaluate congestion throughout the region's transportation network.  The CMP utilizes the National Performance Management Research Data Set (NPMRDS) as the primary data source for measuring congestion on the National Highway System.
