UCTC - Transit Systems Development Plan

Welcome to the Ulster County Transit Systems Coordination and Development Plan project page. On March 18, 2010, the Ulster County Transportation Council (UCTC) programmed planning funds to develop a comprehensive and coordinated transit development plan for:

Ulster County public transit operators (Citibus and UCAT), the Ulster County Transportation Council, and the general public are in need of an updated, comprehensive and coordinated transit and paratransit master plan. The Plan will serve as the basis for how decisions will be made over the next ten years for all aspects of transit and paratransit operations, capital facilities, maintenance and programming. A detailed analysis is needed to look closely at fixed route and paratransit operations, trends, forecasts, facilities, rolling stock, identify performance measures, and recommend improved services, time tables, service policies and financial plans.

Goals for the study effort include, but are not limited to, the following:

  • Identify, update, and publicly validate transit and paratransit needs;
  • Perform a transit demand analysis;
  • Identify and recommend performance measures;
  • Perform a transit alternatives evaluation;
  • Identify and recommend evaluation criteria for prioritizing service improvements;
  • Develop recommended Service, Capital, Financial, Implementation, and Evaluation plans;
  • Keep the Public informed and involved.

The study effort is expected to take eighteen months to complete. Federal Transit Administration and Federal Highway Administration funds are paying for 95% of costs associated with this study effort. Ulster County is paying for the remaining 5% local match.
