Youth Development Program (YDP)
The Youth Development Program (YDP) provides funding from OCFS (the Office of Children and Family Services) to youth programs operating within Ulster County, with a focus on programs serving underserved youth.
Applications for Youth Development Program (YDP) funding for the 2024-2025 year are due by Monday, December 2, 2024. This funding reimburses program operating costs incurred between October 1, 2024 and September 30, 2025.

Who is eligible to apply?
- Towns and municipalities within Ulster County
- Not-for-profits and community-based organizations with federal identification or charity registration number that operate in Ulster County
To be eligible, your program must:
- Serve youth under 21 years of age.
- Provide community-level services, opportunities, and supports designed to promote positive youth development.
- Have a non-discrimination policy and not deny youth services based on ethnicity/race, political affiliation, religion, sexual orientation, gender, gender identity, physical or other disability, national origin, or any protected characteristic under local, state, and/or federal law.
- Collect data, including participant demographic information, as required by OCFS in a manner that allows for accurate reporting of anonymized aggregate data.
- Demonstrate competency in the areas of governance, monitoring and evaluation, partnership, and financial stewardship.
Before applying, please be sure that you are able to meet the following requirements:
- If you are a municipality charging a fee for program participation, you must provide a written policy to accommodate youth who are unable to pay by either offering scholarships, a tiered fee schedule or waiving the fee.
- You have the ability to meet the County's insurance requirements for the period of October 1, 2024 – September 30, 2025.
- Your program must operate and expend all funds during the period of October 1, 2024 – September 30, 2025.
- Funded programs must have sufficient overhead to support the reimbursement-claiming process through completion, with the annual report due within 30 days of the program’s end date.
How to Apply
- Completed application packages must be submitted via email to mriv[at]co.ulster.ny[dot]us by 5:00 PM on Monday, December 2, 2024.
- A hard copy of OCFS-5001 signed by the Agency Executive Director or Board Chair must be mailed to the Youth Bureau at P.O. BOX 1800, Kingston, NY 12402 for the purpose of original signature.

Applicants please note:
- Request a copy of the Life Areas Coding Document which is needed in order to complete OCFS-5003, Program Application form, by contacting the Youth Bureau.
- Only one Life Area is permitted for each Program Application.
- Program Components must correspond to the measureable performance outcome indicated. Documentation must be available for performance outcomes.
- Program budget must reflect only the portion of the program that the Youth Bureau is being asked to fund.
- Equipment purchases, petty cash and/or paid consultants will not be funded.
- Announcements of funding will be dependent upon the announcement by OCFS of its allocation amounts.
