Highland, N.Y. - County Executive Mike Hein was joined this morning by State and local officials and over 40 trail supporters to announce the completion of construction and celebrate the grand opening of Phase 4 of the Hudson Valley Rail Trail in Highland in the Town of Lloyd, which extends 1.25 miles from New Paltz Road to South Street.
